As with all social partnership agreements, this Agreement is the product of hard bargaining on all sides and was only made possible by a willingness on all sides to make compromises in the interests of an agreement and its associated benefits. I would like to take the opportunity to express my appreciation, on behalf of the Government, to all concerned for their commitment in bringing this Agreement about.
This review of progress on the ten Special Initiatives complements the mid-term review of Sustaining Progress more generally. Sustaining Progress is a three year plan, for securing continued progress towards the realisation of the National Economic and Social Council’s vision of a successful society.
This report on the Programme for Prosperity and Fairness aims to outline progress to date on the delivery of many of the commitments contained in the PPF. The information contained in the report has been supplied by the relevant Government Departments and compiled and edited by the PPF Secretariat. The report has been kept as brief as possible and is intended as an overview guide.

This Programme for Prosperity and Fairness is the latest in a series of agreements between the Government and the social partners going back to 1987
This Programme is a strategy to accelerate economic and social progress in the nineties. The strategy is simple. It is to maintain a low-inflation economy with a stable exchange rate which can compete internationally and give us the higher standards of living and improved social services to which we aspire.
This agreement, Partnership 2000, Inclusion, Employment and Competitiveness, represents strategic approach to lead the Irish economy and society into the 21st Century.
