The commission of investigation into the Dublin and Monaghan bombings of 1974 (hereinafter referred to as “the commission”) was established by Order of the Government made under section 3 of the Commissions of Investigation Act 2004. This seventh interim report is submitted to the Taoiseach pursuant to section 33(3) of the Commissions of Investigation Act 2004.

This sixth interim report is submitted to the Taoiseach pursuant to section 33(3) of the Commissions of Investigation Act 2004.
The National Reform Programme (NRP) produced in October last brings together a broad range of policies and initiatives, the implementation of which aims to sustain Ireland’s strong economic growth and employment performance as its overall contribution to the re-launched Lisbon Agenda, focusing particularly on growth and jobs, over the period to 2008.
Phase 2
The Government believes that the time is opportune to re-affirm its commitment to the industry, to build on the work undertaken since 1999 and to implement an agreed work programme to ensure that we proactively pursue appropriate actions for the further development of the industry. My Department and the IFSC Clearing House Group, still maintains the central role it has occupied since the beginning of the IFSC in 1987 and it is intended that it should play an active part in overseeing the implementation of this report.
The provision of quality customer service is central to the development of a modern Public Service. This Department has traditionally strived to provide an excellent service to its customers. Recent surveys confirm that our customers are very satisfied with the level of service they receive and are especially complementary about the efficiency and friendliness of our staff.
In December last year European Council reached agreement on the Financial Perspectives for the EU for the years 2007 - 2013. The new Perspectives, which have since been agreed with the European Parliament, protect the interests of each Member State and allow the EU to move forward on a sound financial basis. They provide for 2862.36 billion for the years 2007-2013.
From Ireland's perspective, the overall result was excellent. We expect that over the seven years covered by the Perspectives, our receipts from the EU will amount to 214 billion while our payments will be 213 billion, leaving us with a net benefit of 21billion. We anticipate that we will become a net contributor to the EU budget near the end of the seven-year period. This gradual move to net contributor status is consistent with our deep national commitment to the EU and the very rapid economic progress that EU membership has made possible.
This first report on progress in respect of the priorities outlined in my Department’s Strategy Statement 2005 – 2007 reflects the work of the Department’s staff with other stakeholders to achieve our objectives for the year.

The Government White Paper, Regulating Better, contains a commitment to develop an improved approach to the mechanisms by which the decisions of regulators can be appealed. Given the complex nature of the issues involved, the Government has decided to initiate a broad consultation process on the issue, in advance of the development of any proposals for policy change.
